Abstract:
For three decades the federal university hospitals experienced chronic problems related to deficiencies in management, human resources and finance. In 2003, the Federal Government of Brazil implements new public policies to reorganize these institutions. A program called “Programa Nacional de Reestruturação dos Hospitais Universitários (REHUF)” has been created in order to innovate in technology and make the necessary changes in terms of physical structures of these hospitals. However, the shortage in work power as well as management inefficiency have not been sorted out. For this reason, the Federal Government has created the “Empresa Brasileira de Serviços Hospitalares (EBSERH)”, a public entity of private rights and patrimony aiming to implement a skillful, transparent management that could assist the whole population. This study aims to analyze the Management Models in health service using as a model the implementation of lhe Brazilian Hospital Services (Ebserh) in the Federal University Hospital of Maranhão. For the case study bibliographic and documentary researches, complemented by the field research, in the form of interviews were used to carry out the research.
